Iskan is a technical passport for a house or an act of putting an object into operation. The document is coordinated with the state commission of the Republic of Turkey and confirms that the housing is ready for living. The receipt of the document is strictly controlled by the state, and in its absence, the building cannot be connected to city communications. If the technical passport of the object has not been received for the house, this means that the legal procedure for registration and construction has not been completed. According to Article 3194 (3194 Sayılı İmar Kanunu) of the Building and Land Use Law, within 5 years after obtaining a building permit, the construction must be completed and an iskan obtained. If an iskan is not received within this time, the building permit may be cancelled.

Genel Iskan

Genel Iskan is a general Turkish real estate registration certificate. Issued for the entire residential complex (or a complex of villas) and confirms its commissioning and use for its intended purpose.

The document contains all the information about the location of the building and the size of the land plot, the quadrature of the apartment in the building, the number of floors, the plan of engineering communications systems (electricity, gas, water, sewerage).

The construction organization receives Genel Iskan after the completion of construction, or at the final stage. The presence of documentation for the buyer is a signal that the house was built taking into account all the standards and technical rules, communications are officially connected, the building is suitable for safe and comfortable living.

The document indicates who is the owner of the land, the date of receipt of the act and the list of authorities that confirmed the readiness of the object. There is a signature of the chief engineer of the project and the head of the construction company. Upon completion of construction, the developer applies to the municipality of the city and the fire department for a Genel Iskan. The expert committee checks the following criteria:

Correct connection of engineering networks.
Availability and suitability of access roads.
Are there fire alarms, fire extinguishing sensors, evacuation emergency exits, a fire escape.
Appropriate level of seismic stability of the structure.
Compliance of the building structure with the requirements specified in the construction project.

Ferdi Iskan

Ferdi Iskan is an individual technical passport for an apartment in Turkey. It is issued separately for each apartment or for a detached house.

Ferdi Iskan lists all the technical information about your property:

total area of housing;
number of rooms;
address;
owner details and other important information.

Ferdi Iskan is issued only once - to the first owner. When buying a new owner on the secondary market, it is no longer required to receive it, the seller is obliged to transfer the registration certificate at the conclusion of the transaction. In 2023, there are changes in obtaining iskans. Now a general iskan for a house, and a separate iskan for the territory, is immediately received by a construction company when submitting documents for a general iskan. In new buildings, separately, the buyer no longer needs to prepare documents and receive iskan, the construction company already does it for him.
